H-1B hiring managers only hire their own nationality/race/ethnicity. Usually this doesn’t match the demographic profile of an American worker.
That’s a big misconception, most manager H1b or not would hire the best candidate. It’s in their favor to hire the best person for their team. Plus it’s not just manager who’s making the call to hire, most of the time it’s senior management’s final call. Also panel of interviewers need to rate the person highly too. It’s not that managers are biased, it’s the pool of talent has very high number of foreign graduates.
Foreign kids pursue engineering whether or not they have talent in engineering. This is not to say foreign kids have no talent at all - I’ve seen plenty with talented in art or architecture who still end up in engineering. The problem is if you’re 99th percentile in architecture but only 75th percentile in engineering, you’re gonna have to compete with American kids who are 99th percentile in engineering. American kids choose whatever field is their strongest strength. If an American kid is 99th percentile in art and 75th percentile in engineering, they choose art. That’s why you could have a pool of equally talented American and foreigners but all the Americans choose their best strength; that’s why America comes out on top economically. The pool of applicants is full of foreign grads but it’s misleading to call these “talent” if their talents don’t match the field they chose.

The truth to be told is that America has tons of local people who could easily take those roles but simply can't get through the hiring because of h1b and the h1b mafia that continues controlling this process and choosing only their ethnicity people. Supply and demand and culture. Bringing in H1Bs undercuts the value of labor in the US. Most H1Bs aren’t doing any specialized work either, just average software development, which is something there are qualified Americans to do. The toxic culture they are brought up in back home (India and China) also leads them to set insane expectations for their coworkers and themselves work crazy hours when there is no need, which ruins the working environment at previously good companies. The gun to the head of deportation if they get fired also leads to willingness to put up with shitty working conditions Americans would push back against. It’s basically a bunch of imported scabs to ruin the labor market, and once the scabs get into management they prefer their own people and exclude Americans, so Americans are getting screwed over.

People are angry at H1b because they fail to understand the second order consequences of anything. They only see "there is more competition for jobs". They never stop to think how many of these jobs would be posted elsewhere if the talent pool was drastically limited, and what percentage of tech companies would be American if the US didn't engage in brain drain.
If a citizen doesn't hold the job it doesn't matter if it's been offshored. Over immigration stresses infrastructure - look at what has happened in Canada and the UK

@Corum it matters if it's offshored, because it means that the future jobs are also more likely to be offshored. If a H1b gets a job here, most likely the company is going to open more jobs there. Real estate is a decent argument, but if you could fix real estate with reasonable zoning laws.
Capitalism only works until Americans workers start losing to the competition. Now they want Uncle Sam to intervene because they lack necessary skills. Funnily, with Ai, outsourcing is going to grow a lot more. So while there will be less H1B jobs because of all the ruckus, there will also be less Americans jobs overall.

No it isn’t. My team got a new hire on visa and his first question to me was “what work should I prioritize doing over the weekend?”. We didn’t ask him to do that, and dont have an expectation of weekend work unless it’s a super dire situation. Bro was just willing to slave away and create a race to the bottom. Fortunately he is an idiot who sucks at his job and is getting pipped, so his extreme working hours didn’t help him. Many cases like that at Amazon.

There is an invisible 2 groups of H1bs. 1. H1bs hired by US companies as full time employees. These are international students graduates from US colleges. This group is not the cheap labor, they get paid well and have strong qualifications and vetting and obviously cracked interviews to reach there. 2. H1bs hired by consulting and service companies to be placed in US company projects as part of their contract work. This is where the problem is, because the US company does not controls who gets hired or placed in projects they fund. The consulting company bulk hires from india, bulk applies h1b using inflated/fake resumes and brings them to US and places them in IT services, migration and support projects to fulfill their contract obligation of X resources for Y$$ per quarter. This is the cheap labor as they get paid in the lowest tiers of whats legal, while charging the US companies the market price for those positions. This group is where more checks and verifications are needed. Folks in #1 like you are rightfully confused or offended by the h1b hate which is primarily intended for folks in #2. Because the underlying visa is same, the hate is spread to everyone in that visa. Then there is a bunch of americans who are just using this to manifest their racism against indians and highly successful and low crime immigrants in general, which has nothing to do with h1b or jobs.

Its classic supply demand, more supply means labor becomes cheaper. And US has guardrails against this in the form of yearly cap of 85k h1bs per year. H1B managers typically hire their own demographic. You work at Salesforce and should understand this. More importantly, the 1990 H1B legislation was enacted to fill a skills gap that no longer exists in tech and is displacing citizens. Other countries, including India, have stringent visa legislation to protect jobs for their citizens.
Just say it as it is. The Indian recruiter + the Indian manager, always hire the Indian candidate. It’s rife in the IT industry now
